Connected-Vehicle Ban on Chinese and Russian Software and Hardware

A Commerce BIS rule restricts some connected-vehicle hardware and software with a sufficient nexus to China or Russia.

Data as of October 2, 2026

This page is factual and informational only. It is not legal advice.

This rule is not a customs tariff and it is not an OFAC sanctions program. The Department of Commerce, through the Bureau of Industry and Security, published a final rule on 16 January 2025. It addresses connected-vehicle hardware and software linked to the People's Republic of China, including Hong Kong and Macau, or to Russia. BIS states that the rule took effect on 17 March 2025. [1] [2]

BIS describes two clocks. For model year 2027, the rule restricts connected vehicles that contain covered software, and sales of connected vehicles by manufacturers with a sufficient nexus to China or Russia, even if the vehicle is made in the United States. For model year 2030, or 1 January 2029 for hardware with no model year, the rule restricts imports of vehicle connectivity system hardware with that nexus. BIS says the rule applies to vehicles under 10,001 pounds. Covered systems are the vehicle connectivity system, which includes telematics, Bluetooth, cellular, satellite, and Wi-Fi modules, and software for the automated driving system. [2] [1]

The Federal Register text is long and includes definitions, exclusions, and declarations of conformity. A catalog sentence that says the rule bars software from China-linked makers starting with model year 2027 is a short version of the software clock. It is not a finding about a particular car's modules. This page does not list exclusions or say how a company could structure a supply chain. [1]
